Talking Air Pollution in Pakistan during COVID-19 with Dawar Butt

Lockdowns revealed dramatic NO2 reductions across Pakistani cities — but pollution levels remained above safe thresholds.

The Pakistan Air Quality Initiative hosted its inaugural livestream podcast featuring Dawar Hameed Butt (@theLahorewala), a public policy, health and sustainability consultant from Lahore. The discussion centered on air quality improvements observed during COVID-19 lockdowns and their implications for Pakistan’s environmental challenges.

Key findings on emissions reduction

In collaboration with Sunil Dahiya of the Center for Research on Energy and Clean Air (CREA), Butt’s analysis revealed significant nitrogen dioxide (NO2) reductions during lockdown:

  • Lahore: 49% decrease
  • Karachi: 35% decrease
  • Islamabad-Rawalpindi: 56% decrease

NO2 is a dangerous pollutant, responsible for an estimated 120,000 new child asthma cases and 4,000 premature deaths annually in Pakistan. Primary sources include vehicle emissions, power plants, and off-road equipment — activities substantially reduced during lockdown.

Persistent pollution despite blue skies

Despite dramatic visual improvements, pollution levels remained above safe thresholds. Essential services including power generation and food industries continued operating. Industrial facilities like Pakistan Steel Mills maintained furnace operations, preventing the more dramatic emission reductions observed in Chinese cities during similar lockdowns.

COVID-19 and respiratory health

The discussion highlighted mask-wearing as critical pandemic protection, particularly for Pakistan’s population with compromised respiratory systems from baseline air pollution. Research from Harvard University indicates air pollution increases coronavirus mortality risk through airborne particulate transmission.
